What is Digital Center and why?                                                                                                                                                                                       Union Digital Center is a state-of-the-art Information and Knowledge Center (Telecenter) established in the Union Parishad, whose objective is to ensure information services at the doorstep of grassroots people. From this center, the people of rural towns can easily get life and livelihood related information and necessary services in a familiar environment near their homes. On November 11, 2010, the Hon'ble Prime Minister inaugurated all the Union Digital Centers (UDCs) simultaneously from her office and the Administrator of the United Nations Development Program (UNDP) and former Prime Minister of New Zealand Ms. Helen Clark from Char Kukrimukri Union of Bhola district through video conference. Later its name was changed to Union Digital Center. About 40 lakh people are receiving information and services from these digital centers every month. By accessing public and private services easily, quickly and at low cost through UDC, the quality of life of the local people has started to change greatly. The journey of Digital Center started with the slogan of 'Service at Doorsteps'. As a result of the establishment of Union Digital Center, it has become possible to create a free flow of information in every aspect of society and state system, where people do not have to go from door to door for service, but the service itself reaches people's doorstep. Free flow of information is one of the prerequisites for empowering people. The establishment of 4,501 Union Digital Centers in the country has facilitated access to information and services at the earliest, including participation in free flow of information for rural people. Facilities: A Union Digital Center consists of multiple computers and associated facilities, which have been and are being installed in phases to ensure better information services to the public in the area. The necessary inputs for the Union Digital Center come from entrepreneur's investment and Union Parishad funds (revenue sector and LGSP scheme). A UDC can be started initially with a computer with minimum stabilizer, a black and white printer, a color printer, a modem for online connection, a scanner, a digital camera. However, the following documents are required for conducting a full-fledged UDC – • Multiple computers (desktop and laptop) • 1 multimedia projector with large screen • 1 laser printer • 1 color printer • 1 modem • 1 scanner machine • 1 photocopy machine • 1 digital camera • 1 webcam • 1 generator • 1 head phone • 1 UPS • 1 Pen Drive may be less or more than any Union Digital Center overrun based on local demand. Union Digital Center has been established based on PPPP (Public-Private-People's Partnership) model. Each UDC has two local youth entrepreneurs, one male and one female. These entrepreneurs manage the Union Digital Center. In some centers one woman and one male entrepreneur are working as 'alternative entrepreneurs' along with one more woman and one man. The entrepreneur is not a paid employee of the Union Digital Center, the income of each Union Digital Center is the income of the entrepreneur. In UDC the entrepreneur is also an investor. Partnership: UDCs are run under the leadership of local government departments. Under the direction of the cabinet department and under the management of the local administration, other activities are carried out under the supervision of the UDC. Funding for UDC's ICT equipment and training to enhance the skills of entrepreneurs comes from LGD and Bangladesh Computer Council (BCC). Also, BCC has provided solar panels to 1013 unions without electricity and brought electricity to all Union Parishads in the country. Apart from this, several institutions such as banks-insurance, mobile companies, NGOs, educational-research institutes, hardware-software associations etc. are getting involved with UDC with their services, new skills and technical support. UAMS or UDC Activity Management System: Development of an online software called UISC Activity Management or 'UAMS' (http://www.e-service.gov.bd/uams/) to assist UISC entrepreneurs in income accounting and follow-up with local administration. done UDC entrepreneurs upload their daily income information here. Blog (uiscbd.ning.com): The UDC Blog (uiscbd.ning.com) has been developed for the entrepreneurs themselves to interact, network and quickly communicate with the entrepreneurs and local administration officials. The blog is a powerful online platform for 9,002 entrepreneurs from 4,501 UDCs spread across the country, where entrepreneurs can share experiences, identify problems and find solutions, take joint initiatives, work shoulder to shoulder with local administration. , even getting a chance to discuss with policy makers when necessary.
